At least one cop has been disciplined for ordering the NYPD's highest-ranking uniformed black officer out of his auto while the three-star chief was off-duty and parked in Queens, the Daily News has learned.

"How you can not know or recognize a chief in a department SUV with ID around his neck, I don't know," a police source said.

Chief Douglas Zeigler, 60, head of the Community Affairs Bureau, was in his NYPD-issued vehicle near a fire hydrant when two plainclothes cops approached on May 2, sources said.

One officer walked up on each side of the SUV at 57th Ave. and Xenia St. in Corona about 7 p.m. and told the driver to roll down the heavily tinted windows, sources said.

What happened next is in dispute.

In his briefing to Police Commissioner Raymond Kelly, Zeigler said the two cops, who are white, had no legitimate reason to approach his SUV, ranking sources said.

After they ordered him to get out, one officer did not believe the NYPD identification Zeigler gave him.

The cops gave a different account:

When one officer spotted Zeigler's service weapon through the rolled-down window, he yelled "Gun!" according to sources who have spoken with the officers.

Both cops raised their weapons and ordered the driver out of the car, sources said.

Instead of saying he was an armed member of the NYPD, Zeigler shouted, "Don't you know who I am?" the sources said.

When one cop reached over to check the identification badge around Zeigler's neck, the chief pushed him away, sources said.

Only then did Zeigler tell the two officers his name and rank, those sources said.

Zeigler, in his discussions with Kelly, said the officers never yelled "Gun!" sources said.

One cop got into a heated argument with the chief even after seeing the ID, sources said.

That cop was stripped of his gun and badge and placed on modified duty last night, sources said. The status of the second officer was unclear.

The incident occurred as the NYPD is under fire for record numbers of pedestrians being stopped and frisked, the majority of them black or Hispanic. Some 145,098 people were stopped by the NYPD in the first quarter of this year.

Zeigler has headed the Community Affairs Bureau since January 2006. His wife, Neldra Zeigler, is NYPD deputy commissioner for equal employment opportunity.

According to a report on the Angola Press, Bruno Carvalho was fingered by his own parents after footage of the incident hit the web. A source at the concert confirms 50's chain was snatched, but also notes that 50 cent got it back moments after the incident.

CLEARWATER, Fla. - A judge in Florida says the 17-year-old son of wrestler Hulk Hogan should serve eight months in jail for reckless driving. Nick Bollea was led off to begin his sentence immediately after Friday's ruling. He will be on five years' probation and lose his driving privileges for three years.

Authorities say Bollea was racing a friend in his father's sports car when he clipped a curb, spun out of control and slammed into a palm tree in downtown Clearwater, Florida, last August.

The impact left his friend critically injured and in need of lifetime medical care.

Bollea pleaded no contest to the reckless driving charge.

LITTLE ROCK, Ark. - It's a happy Mother's Day for an Arkansas woman " she's pregnant with her 18th child.

Michelle Duggar, 41, is due on New Year's Day, and the latest addition will join 7 sisters and 10 brothers. There are two sets of twins.

"We've had three in January, three in December. Those two months are a busy time for us," she said, laughing.

The Duggars' oldest child, Josh, is 20, and the youngest, Jennifer, is nine months old.

The fast-growing family lives in Tontitown in northwest Arkansas in a 7,000-square-foot home. All the children " whose names start with the letter J " are home-schooled.

Duggar has been been pregnant for more than 11 years of her life, and the family is in the process of filming another series for Discovery Health.

The new show looks at life inside the Duggar home, where chores " or "jurisdictions" " are assigned to each child. One episode of the new show involves a "jurisdiction swap," where the boys do chores traditionally assigned to the girls, and vice versa, Duggar said.

"The girls swapped jurisdictions, changing tires, working in the garages, mowing the grass," she said. "The boys got to cook supper from start to finish, clean the bathrooms," among other chores.

Duggar said she's six weeks along and the pregnancy is going well. She and her husband, Jim Bob Duggar, said they'll keep having children as long as God wills it.

"The success in a family is first off, a love for God, and secondly, treating each other like you want to be treated," Jim Bob Duggar said. "Our goal is for each one of our children to be best friends, and everybody working together to serve each other makes that happen."

The other Duggar children, in between Joshua and Jennifer, are Jana, 18; John-David, 18; Jill, 16; Jessa, 15; Jinger, 14; Joseph, 13; Josiah, 11; Joy-Anna, 10; Jeremiah, 9; Jedidiah, 9; Jason, 7; James, 6; Justin, 5; Jackson, 3; and Johannah, 2.

Controversial teen superstar MILEY CYRUS has been offered the chance to pose naked for Playboy magazine, as soon as she turns 18.

Reputed members and associates of the Gambino crime family were being arrested across New Jersey Thursday in early morning raids, law enforcement officials tell WNBC.com.

In all, 23 suspected mobsters were expected to be arraigned in Federal Court in Newark Thursday. Ten were arrested and another 13 were told to surrender, and FBI spokesman said.

Among those charged are Andrew Merola of Toms River who prosecutors said allegedly ran this New Jersey crew of the Gambino crime family. Also arrested was Ralph Cicalese of Roseland who helped run gambling operations. Investigators said the gambling enterprise included a multi-million dollar Internet gambling site.

They crew is also accused of ripping off major retailers like Home Depot, Best Buy and Circuit City by using bogus bar code labels to get high priced electronics and other merchandise at greatly reduced prices. The FBI said two of the reputed mobsters got jobs inside Lowes to help pull off the scam.

This is the second major FBI raid targeting the Gambino crime family this year. In February, WNBC.com first reported more than 60 reputed mobsters were arrested in Brooklyn and charged on counts ranging from racketeering to murder.

In this New Jersey case, investigators said many of the suspects will face extortion, racketeering, conspiracy and gambling counts. Investigators have not yet named those arrested. An FBI spokesman said a press conference is expected later this morning to explain the charges.

Investigators said the suspects also ripped off New Jersey construction firms in part by demanding payoffs and kickbacks as well as no-show jobs. The FBI said the suspects also threatened and shook down food vending trucks outside construction sites demanding kickbacks and payoffs in order to sell coffee and food to construction workers. The Prudential parking garage construction site in Newark was one site that was allegedly targeted.

Several reputed associates of the Genovese and Luchese crime families were also charged Among the 23 suspects: Charles "Buddy Musk" Muccigrosso of Newark, John Tizio of West Orange, Michael Urgol of Clifton, John Manzella of West Orange, Carmine Maimone of Brooklyn

The FBI investigation continued for two-years, uncovering crimes that dated back to 2002. The probe relied on court ordered wiretaps and surveillances.

The Gambino crime family is perhaps best known for its one-time boss, the late John Gotti. Investigators have said the criminal group maintains influence in various industries including trucking and construction.
